Participation
Teams consist of 7-12 players. In addition to the players, up to 3 non-playing team officials (coach, assistant coach, and team manager) may also register. If there are fewer than 4 teams registered in a division, they will be integrated into another division. Players may play on only one team within a division. There will be no separate mixed competition whereas women are allowed to play in men teams.
Rules of Play
The basketball tournament will follow modified rules of the International Basketball Federation (FIBA) 2008. A copy of the unmodified rules may be found at the FIBA website www.fiba.com. The changes to the FIBA rules are set out below. The tournament committee may make further modifications as necessary, and will post them on the website.
Timing of Games
a) Pool-play and preliminary placement rounds: Two twenty (20) minute halves.
b) Quarterfinals: Two twenty (20) minute halves.
c) Semi-Final for Open Divisions and All Gold Medal Games: 4x10 minute quarters – full FIBA standard play.
Continuously running clock except for
a) Clock stops only the last 2 minutes of the second half. If one team leads by 12 points or more, clock continues to run during the last two minutes.
b) Time outs called only by the team coach
c) Player Injury
d) Technical fouls
e) As directed by the officials
Overtime periods
a) Overtime periods will be for a total of three (3) minutes with a continuously running clock except for the last one (1) minute of the period dead‐balls and successful baskets.
b) 1 time out available during the Overtime period. Time outs do not transfer between regular and overtime periods.
c) Semi- and Final Rounds will conform to the FIBA standard overtime periods of 5 minutes for each period.
Time outs
a) Each team will be allocated Time outs per half:
1st Half – 1 Time Out
2nd Half – 2 Time Outs
b) Each Time out is in length of 1 minute, and controlled by the officials.
c) Time outs do not carry over to second half or overtime periods.
d) Ball will be advanced to centre court line after time out during the last 2 minutes of the second half or overtime.
24 Second Shot Clock and 8 Second Backcourt Time Limit
a) There will be no 24 second shot clock during a running clock game.
b) The 8 second backcourt count applies to ALL games.
Fouls - Tournament
a) A player who obtains his/her FIFTH (5th) foul during the course of the game will be eliminated from further play of the game.
b) Running clock 2 x 20 minute halves: The first 7 team fouls with no bonus free throw, and on the 8th team the foul bonus becomes effective in each half of the game.
c) All technical player fouls will count as a personal foul and team foul.
d) Bench and Coach technical fouls are NOT counted as team fouls. (Refer to standard FIBA interpretation for Bench and Coach technical fouls – Art. 38)
e) Disqualification fouls as defined in FIBA Article 37 shall be reviewed by the Technical Commission for further administrative action, which may include ejection from the tournament.
f) Disqualification from a game, as specified by the FIBA rules (Art. 38) for Violence, or (Art. 39) – for fighting- is ejection from the tournament. The offender must leave the playing floor.
g) 2 Unsporting fouls called by the officials on a player during the game is a disqualification from further play.
* Technical Commission review can be requested BEFORE the officials have signed the Scoresheet and left the field of play.
Free Throws
Free throws will be counted as points to the award of the team point total during the game.
a) Before the Team Bonus – 1 thru 7 team fouls in any half of the game.
- The player control of the play and in the act of shooting the ball and the basket is NOT successful: 2 or 3 free-throws administered by the officials.
- The player control of the play and in the act of shooting the ball and the basket IS successful: (2 or 3 points) + 1 free-throw administered by the officials.
- No player in the act of shooting the ball. No free-throws and ball awarded to the team fouled by the opponent.
b) Team Bonus – on the 8th team foul in any half of the game.
- The player control of the play and in the act of shooting the ball and the basket is NOT successful: 2 or 3 free-throws administered by the officials.
-The player control of the play and in the act of shooting the ball and the basket IS successful: (2 or 3 points) + 1 free-throw administered by the officials.
- No player in the act of shooting the ball: 2 free-throws administered by the officials.
c) Technical and Unsporting Fouls
- The player control of the play and in the act of shooting the ball and the basket is NOT successful: 2 free-throws administered by the officials and ball throw-in at the centre line opposite of the scorer table.
Substitutions
a) All substitutes need to report to the score bench.
The substitute must be ready to play when they report to the bench (in uniform, ready to go on court). Once they report to the bench, they are to take up a position beside the score bench (sitting down) waiting for the referee or umpire to beckon them on to the court.
b) No “running” substitutions from the team bench. The penalty for a unauthorized substitution is a bench technical foul charged to the coach or team captain.
c) Substitutions may occur on any dead ball period, or a goal has been scored in the final 2 minutes.
Turnovers and Common Fouls
a) The referees DO NOT have to touch or check the ball on all violations occurring in the backcourt. The officials should administer all throw-ins resulting from personal fouls.
b) Referees must administer the throw-in of the ball for all violations and personal fouls in the front court.
c) Referees must administer the throw-in of the ball for all technical or disqualification fouls at the centre line opposite the scorer table.
Possession Arrow
a) If the jump ball situation occurs in a team’s backcourt the referee does not need to handle the ball if the team maintains the control of the ball in their back court.
Goal Tending / Illegal Touching of Ball above the Rim
Slam Dunking
a) Touch Ball on/Above the Ring: It is illegal to touch the basket, backboard or support while the ball is on the ring, or the ball is above the ring and on its downward flight toward the ring after the ball is released by a player to attempt a shot at the basket. The officials will administer the appropriate penalty for the offense as described by FIBA (Art. 31)
b) Hanging on the rim any time or dunking during warm ups is not allowed.
THE PLAYER WILL BE EJECTED FROM TOURNAMENT PLAY. No exceptions.

d) Dunking during a semi- or final round is permitted IF the play is on the full court with the glass backboards set into the field of play.
Scorers and Timekeepers
a) When requested, each team must supply 2 members experienced with Timer and Scorer functions for the next game scheduled on the same court.
b) The team members remaining on the field from the previous game should be available at the score table 10 minutes before the start of the game.
Forfeits
a) All teams must be at their designated court ten (10) minutes prior to scheduled game start time with score sheet completed. Games will start on the schedule distributed by the tournament organization.
b) The score sheet will be prepared with the team and player names before the start of the game, and available at the designated playing field score table.
c) The TEAM Manager or Captain is responsible to complete the scoresheet before the start of the game. The Team Manager or Captain should enter the uniform number of each player and indicate the starting five players to enter the field for the start of the game.
d) The officials will call a 3 minute warning signal before the start of the game.
e) The officials will follow with another 1:30 minute warning signal before the start of the game.
f) Teams are to clear the court on the signal.
g) Teams assemble on the court 30 seconds before the start of the game.
h) The game will start with the clock set to the first half of play and the officials are ready to throw the jump ball.
i) The team that does not arrive on the court read to play at (10) minutes after the schedule start of the game will have forfeited the game. A score of 20 - 0 will be entered in the scoresheet and signed by the officials.
j) Forfeits for delay in a team arrival at a court for a scheduled game will be reviewed by the Technical Commission.
k) Delay in a team arrival at a court caused by a reported late or missing metro (U-bahn) train will only be accepted by verification of the report with a member of the Technical Commission and the regional transportation authority.
l) Teams must have a minimum of five (5) players to begin a game.
m) The game cannot continue with less than two (2) players.
Equipment
Each team is required to have two sets of singlets (jerseys), one light, one dark. Numbers 00-99 are legal and must be placed on the front and back of each singlet in a contrasting colour.
For all men’s games, a size 7 basketball will be used.
For all women’s games, a size 6 basketball will be used.

Entrance to the tournament is free for all spectators, subject to space available and security regulations.
